What We Do 

The Information and Resource Referral Program assists clients by providing information, resources and referrals. We’re here to make life easier for individuals with disabilities by assisting with applications for disability, pensions and other types of arduous application processes. We know that applying for benefits and finding the right resources can feel overwhelming—that’s where we come in! Our friendly team is ready to guide you every step of the way, offering one-on-one support in person, over the phone, by email, or through video chat.

  • Caregivers of individuals with disabilities and seniors
  • Anyone needing assistance with disability applications, pensions, or seniors resource referrals

Disability Application Assistance

Applying for disability benefits can be complicated, but we're here to simplify it for you. We'll help you understand the differences between federal (CPPD) and provincial (PWD/PPMB) programs, assist with filling out applications, and support you through the appeal process, if needed.

Not sure where to start? Our office on Departure Bay Road has a wall full of brochures, pamphlets, and helpful guides. If you can't find what you're looking for, just ask! Our team is happy to point you in the right direction or connect you with the right resources.

NDRC

Appointments are available during tax season (March 1 to April 30) call 250–7 58–5547 Monday to Friday 9 AM to 3:30 PM to book an appointment.

This program is sponsored by CRA for people with modest income and simple tax solutions.

Volunteer Nanaimo

Appointments are available most of the year to people who qualify for this valuable service. During tax season (March and April)  we open from 9 AM to 3 PM Fridays and Saturdays. During the off-season May through October, we are open every third Friday. Call 250–7 58–7121 Monday through Thursday from 9 AM to 3 PM.

BC Old Age Pensioners Organization Branch #4

A senior clientele. Available most of the year Monday to Friday 10 AM to 3 PM. Appointments preferred 250-585–5748.

To qualify for the Canada Disability Benefit:
  • You must be between 18 and 64 years
  • You must have been approved for the disability tax credit
  • You and your spouse or common-law partner (if applicable) must have filed your 2024 federal income tax return
  • You must be a Canadian resident for income tax filing purposes
    • a Canadian citizen
    • a permanent resident
    • an individual registered or entitled to be registered under the Indian Act
    • a protected person
    • a temporary resident who has lived in Canada throughout the previous 18 months

Description:
For seniors and persons with disabilities, this tax credit helps reduce the cost of making a home safer and easier to live in.

If you are already receiving Income Assistance (IA)
You can request the PWD application directly from the Ministry of Social Development and Poverty Reduction.

If you are NOT receiving Income Assistance (IA)
You must follow the steps below to obtain a PWD application form. There is no other way.

STEP 1: Get your BCeID

– BCeID (BC Electronic ID) is an online account used to access most social services in British Columbia.)
– Create one online (search “BCeID” on Google)
– Choose the BASIC BCeID (this is all you need and is the simplest option)
– There are three types: Personal, Business, Basic — choose BASIC

Important:
– Write down your User ID, password, and answers to the three security questions
– Keep this information safe (wallet or purse recommended)
– Clear cookies and cache before using your BCeID
– If you experience display issues, switch from Firefox to Google Chrome (recommended browser)

STEP 2: Answer the 92-Question Online Questionnaire

(MySelfServe)
MySelfServe is the provincial portal for Income Assistance and PWD applications.

You will need:
– An email address
– Your Social Insurance Number (SIN)
– Your BASIC BCeID
– Partner’s information, if applicable

Process:
– Search “MySelfServe” on Google
– Select “Create an Account”
– Complete the registration
– Start a Service Request for Income Assistance
– Complete and submit the 92-question SelfServe Assessment and Application

The questions include:
– Personal and biographical information
– Employment history
– Legal and residency status

Documents commonly required (basic cases):
– SIN card or proof of SIN from Service Canada
– Two additional pieces of ID (one must be photo ID)
– A recent photo of yourself
– Stamped bank statements for the last 60 days from all bank accounts
(must be printed at the bank, not online statements)
– Signed lease or rental receipt
– Bank profile forms for all banks

Important question:
– “Do you intend to apply for Persons with Disabilities Designation?”
Answer: YES

BC Services and Ministry offices can help explain questions but cannot submit information for you.

STEP 3: Eligibility Interview

– Within 5-10 business days of your online submission, you will receive a phone call from an intake worker to book a phone interview with the Ministry.
– You may also be notified of other documents to submit to the ministry.
– At the end of the interview, you will need to ask for a PWD application (assuming that you qualify to apply), which you can receive in-person or through the mail.

STEP 4: You now have forms!
  • The Person with Disabilities application includes three sections:
    1. One to be filled by you,
    2. Another by your doctor,
    3. and Another by a certified assessor.
  • Disability Alliance Help Sheet #2, which may be found at the front office of the NDRC, contains a good overview of this process.

I truly don’t know what I would have done without Allison.  Her support emotionally, mentally, and financially, has alleviated the intense stress that I had weighing on me daily. She assisted me with applying for not only my Old Age Security pension, but also with the Government Income Supplement, and to help with my rent, she helped me apply for a housing supplement.
